Biography

Penny Chase has worked in the Early Childhood field since 1999, first at 4-C’s (Child Care Resource & Referral) and then at SFTA. Her work has focused on Training/Professional Development and improving access and quality of child care programs throughout the state.  In her Training/Professional development role, Penny has directly provided training as well as supported Early Childhood Trainers throughout Wisconsin to develop and offer high quality training content for child care providers. Penny also has over 10+ years supporting Wisconsin’s statewide Quality Rating and Improvement System to strengthen the quality of regulated child care throughout Wisconsin.

As the Early Childhood Initiatives Manager at SFTA, Penny leads the Professional Development and Data teams to support Child Care Resource & Referral services.  Penny also leads special projects such as the Behavior Help Wisconsin program, which focuses on reducing expulsion in child care settings by developing an infrastructure to support child care professionals with challenging behaviors.  She also leads the Consistency is Key program throughout Wisconsin to increase access to Developmental Screening for young children and Mind in the Making training for communities.  In addition to her role at SFTA, Penny is an Adjunct Instructor for Early Childhood Education at Fox Valley Technical College where she supports students interested in an early childhood career.
